require a documented, site-specific showing of the problem, the preservation options considered, and why those options cannot safely solve it before a healthy mature tree is removed.
define “feasible,” “practical,” and “reasonable” with clear, reviewable standards—not as undefined judgments that allow cost, convenience, ADA, liability or budget to become automatic reasons for removal.
do not remove healthy trees in advance of future infrastructure work; if removal is required, tie it to work that is designed, funded and ready to proceed.
protect Gibbons’ mature canopy and character—not just the number of replacement trees.
